DUBAI CUSTOMS DG Confirms UAE's Commitment to Agreements and Conventions Related to Import and Export of Materials of Dual Use


Dubai Customs continues developing its potentials to prevent passage of illegal transshipments

HE Ahmed Butti Ahmed, Executive Chairman of Ports, Customs and Free Zone Corporation, and Director General of Dubai Customs has asserted UAE’s commitment in controlling materials of dual use through the implementation of international agreements and conventions stating that Dubai Customs will continue improving its security to limit and prevent illegal transshipments.

HE said, in a speech delivered in the “18th Asian Export Control Seminar” which started last Tuesday 15 February 2011, that the United Arab Emirates, with its strategic location and international status, understands the need to control export, import and re-export operations and to improve techniques and tools to prevent illegal transshipments through adoption and correct interpretation of the international obligations and standards as well as the issuance of decrees and regulations, which is what the UAE is doing with diligence and transparency.

HE said, during his participation in the seminar as the UAE representative, that materials of dual use are very sensitive issues that threaten the international and global security. He also highlighted the significance of the state-of-the-art guide that was made by Dubai Customs exclusively on the materials of dual use to enlighten local, regional and international customs staffs with it.

HE said that Mirsal 2, the Dubai Customs IT solution, corresponds to the SAFE and Revised Kyoto Convention, and it contains an advanced risk engine component confirming that Dubai Customs will continue the development of its intelligence capabilities through the establishment of strong information sharing network and further developing safeguards into the logistic supply chain, and training Dubai Customs’ officers and the cadres of other regional customs departments.

The “18th Asian Export Control Seminar” aims at raising awareness of the hazards associated with materials of dual use especially at a time where the line between the civil and military use of materials has become ambiguous. The UAE takes part in this seminar along with 25 other countries, on top of which are the USA, UK, Japan, China, India, France, Germany, South Korea, and Malaysia.
