ABU DHABI, United Arab Emirates - Monday, December 23rd 2013 [ME NewsWire] The Ministry of Interior and Abu Dhabi’s Department of Economic Development have signed a cooperation agreement to exchange expertise, experiences and studies on strategies, policies and regulations that are developed, reformulated or proposed by the two parties in the fields of excellence and institutional development.
The agreement was signed at the Ministry of Interior in Abu Dhabi by Lieutenant General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior, on behalf of the Ministry, and Mohammed Omar Abdullah, Undersecretary of the Department of Economic Development, in the presence of a number of officials from both sides.
Lieutenant General Al Sha’far said that the establishment of the agreement reflects the vision of HH Lt. General Sheikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, to share the Ministry's expertise and experience in the area of institutional development with federal and local government entities, which will enable them to accomplish many achievements and apply the merit system in various entities.
"The Ministry of Interior is committed to apply the excellence standards across its various organs and systems, through striving to develop business systems, providing an environment conducive to innovation and excellence, aiming to create partnerships and communicate with public and private sectors, both domestically and internationally," said Al Sha'far.
Furthermore, the Undersecretary at the Ministry of Interior welcomed the cooperation with the Department of Economic Development, through the exchange of expertise and experience in the field of development and institutional excellence. He also highlighted the commitment of the Ministry of Interior to provide successful experiences in this domain to serve the Department in its goal to implement best practices and organizational excellence.
For his part, Mohammed Omar Abdullah, Undersecretary of the Department of Economic Development, noted that the commitment of the Department to create a productive partnership and fruitful cooperation with the Ministry of Interior in the area of development and organizational excellence is based on the Ministry of Interior's unprecedented achievements in this area. "The department is ready to offer its experience and practice in this aspect so as to help add value to the Ministry in this area," added Abdullah.
"The department, due to its responsibility to propose economic policies and create a legislative environment for economic activity in the Emirate, in collaboration with government departments and stakeholders at the local and federal levels, emphasized the importance of united efforts and successful initiatives to achieve shared goals. The signing of this agreement is based on this principle," said the Undersecretary of the Department.
Moreover, he said that the cooperation agreement with the Ministry of Interior will contribute to providing an appropriate platform for both parties to achieve common strategic objectives. "Given its commitment to achieve the objectives and parameters set by the Abu Dhabi economic vision 2030 and based on its strategic plans, the department strives to adopt the best initiatives and practices in the area of institutional development in order to improve and facilitate internal procedures and processes and ensure the application of the excellence model to achieve its goals and objectives," said Abdullah.
The provisions of this agreement state that the two parties will exchange experiences and knowledge pertaining to general strategies and policies and regulations developed, formulated or suggested by any of the parties regarding excellence and institutional development. It also stipulates carrying out a comprehensive assessment of the department according to the standards set by the Abu Dhabi Award for Excellence in Government Performance.
The Agreement also provides technical support for the Institutional Development Authority at the department through periodic review of the implementation of the excellence initiative, and to contribute to raising awareness regarding the concept of quality by bringing lecturers to hold seminars and training courses, and inform people on the subjects of excellence and quality. It also calls for joint cooperation between the two parties when it comes to preparation and publication of studies and research.
