According to Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior, combating crime is not an individual responsibility; it is a societal collective responsibility that requires concerted efforts and resources to prevent crimes with all means and strategies. “Crime does not recognize borders, race or gender,” He said.
These remarks were made by H.E Lt. General Al Sha’far at the 2nd Regional Conference of Women Police, which started on Monday in Abu Dhabi under the theme: “Women Police…Challenges and Future.” The event is organized by the UAE Women Police Association, in coordination with the Training Department of the Abu Dhabi Police GHQ and the Scientific Committee for Symposiums and Conferences in the Ministry of Interior.
In his address at the opening ceremony, Al Sha’far added: “Hosting the 2nd Regional Conference of Women Police in the UAE demonstrates our keenness to be efficient partners and to cooperate and communicate with law enforcement entities around the world, to combat and prevent crimes. It also embodies the UAE’s strategy to boost cooperation and collaboration relations with our Sisterly and friendly states / countries and to work with international organizations and agencies to achieve security and safety and support stability in the UAE and the world.”
Highlighting the attention dedicated to women in the UAE, Al Sha’far said: “Women have received a great deal of attention, encouragement and training; they were also given the opportunity to join the development process and attained prominent positions in various areas of work. The higher leadership has also shown support for women’s work within police and security agencies after proving high performance in dealing with various police and security tasks and duties. UAE women have succeeded in their roles; many have attained prominent positions within the police force.”
“The doors are open for women who joined the force to pursue further academic attainment from prestigious international universities and colleges. The achievements made by the Emirates Women Police Association represent an important milestone and give us areason to be proud of the police and security forces in the country and the region, and a source of pride for police and security agencies in the UAE and worldwide. We should endeavor to achieve further development and adopt international-best practices, armed with confidence in our human cadres and members of EWPA,” Al Sha’far added; pledging to provide all resources and facilities to achieve this vision.
Brigadier Maktoum Al Shareefi, Director of the Capital Police Directorate and Colonel Saif Al Kutbi, Police College Director attended the opening ceremony.
Major Amina Al Bloushi, Chairwoman of the Emirates Women Police Association (EWPA), indicated that the conference is an important event that brings together security experts to address crime and prevent it. It is an important tool to activate communication and cooperation between security agencies, and to exchange expertise and knowledge to curtail crime.
She expressed her pride with the achievements made by EWPA, which was approved as a member of the International Association of Women Police (IAWP). She said: “This reflects the care and the attention dedicated by the higher leadership to women in the UAE. It also demonstrates the efforts exerted to engage women in the development process in the UAE. UAE women have been given an opportunity to join the police force since the seventies. Ever since, they have attained prominent security positions commensurate with their nature; and in keeping with our traditions and the teachings of Islam.”
Major Al Bloushi added: “The Emirates Women Police Association dedicates significant attention to women in the police force, according to the laws and regulations applicable in the country. It provides women with all forms of support, assistance and care. It also empowers women to partake in international activities and events, and provides them with the opportunity to interact with international law enforcement agencies, and to get acquainted with the latest security sciences and theories.”
Dr. Mohammed Bin Ali Kouman is the Secretary General of the Arab Interior Ministers Council, said: “The attention we give to women police goes beyond the specialized conferences to media coverage of the noble tasks they undertake in the line of duty. The difficult nature of security work account for women’s reluctance to engage in the police forces yet, this should not prevent us from leveraging women distinguished capabilities in police work.”
He added: “We can overcome this obstacle by channeling women’s efforts to fields that befit their physical capabilities and do not endanger their lives or responsibilities. Experience has shown that women’s performance in various security fields is up to par with their male counterparts, thanks to their subtleness coupled with maternal instincts. This psychological preparation is very critical within the community police, which gaining increased attention across the Arab countries, particularly countries that have acquired distinguished experience in this regard, such as the United Arab Emirates. The UAE’s excellent experience in empowering its community police has become a role model to many member countries.”
For her part, Dr. Mozah Obeid Ghabbash said: “Thanks to the unlimited support by the higher leadership, the Emirati woman has attained prominent positions. Women’s prestigious status in the various fields of national work across the UAE has made the UAE a role model of women empowerment in the region and the world.” Dr. Ghabbash praised the support granted to women by the Mother of the UAE, Her Highness Sheikha Fatima Bint Mubarak, Chairwoman of the General Women's Union, Supreme Chairperson of Family Development Foundation (FDF), and Chairwoman of the Supreme Council of Motherhood and Childhood, which enabled them to attain distinguished positions in public field. Furthermore, Dr. Ghabbash called for education and qualification of women.
United States Ambassador-at-Large for Global Women’s Issues, Melanne Verveer, praised the development of the Emirates Women Police Association, and the greater role it assumed in different fields. She said: “Women’s contribution to the police force has become more comprehensive, as they have proven to be highly efficient in discharging their duties. Furthermore, women who work in conflict-affected areas should receive support and protection.”
For her part, Jane Townsley, President, IAWP, commended the Emirates Women Police Association’s distinguished experience, referring to its achievements in this regard. She also praised EWPA’s status on the international scene, as the only Arab member of the International Association of Women Police.
The opening ceremony featured a presentation delivered by women police members to the music of the police band, which was highly acclaimed by the audience. The ceremony also included an exhibition, showcasing the history of the UAE women police.
Brigadier Maktoum Al Shareefi, Director of the Capital Police Directorate honored the speakers on the first day of the conference.
