The Ministry of Interior launched the second edition of the Minister of Interior’s Award for Scientific Research for its staff members. This step falls in line with the ministry’s pivotal efficient role to enhance delivery of services across all its sectors. It also stems out of the Ministry of Interior’s belief in the importance of scientific research, and its instrumental role in advancing communities.
The Award’s Board of Trustees approved the technical standards for the researches participating in the Award during its meeting that was recently held at the Abu Dhabi Police General Headquarters. The meeting was chaired by Major General Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior, and Chairman of the Award’s Board of Trustees.
The board decided to accept online entries for the Award. The relevant application form was approved and posted on the websites of the Ministry of Interior and the Abu Dhabi Police General Headquarters, in accordance with the electronic services provided by the ministry.
The board also examined a report on the Award’s inaugural edition, which included a total of 122 participating researches, and 169 participants. 117 researches qualified for the final round, and included 87 individual researches and 30 joint researches. Five researches were disqualified.
The Board of Trustees’ members reviewed assessment of the previous edition’s outcomes to be used as criteria to develop processes in the second edition. They also established the second edition’s time schedule and approved the appropriate work plan, which includes organized visits to the various police general headquarters across the country, to introduce the award.
The meeting was attended by Board members: Dr. Matar Hamad Halis Al Neyadi, Undersecretary of the Ministry of Energy; Dr.Husam Sultan Al Ulama, Director General of the UAE’s National Body for Scientific Research; Major General Dr. Abdul Quddous Abdul Razzaq Al Obaidly, Director General of Total Quality at Dubai Police; Dr. Jassim Ali Al Shamsi, Former Dean of the Faculty of Law at UAE University; Lieutenant Colonel Dr. Salah Obeid Al Ghoul, Director of Law Respect Culture Bureau, the General Secretariat of H.H Deputy Prime Minister, Minister of Interior, Chairman of the Founding Committee and Head of the Executive Committee of the Minister of Interior’s Scientific Research Award; and Lt. Colonel Dr. Ahmed Ali Al khuzaimi, Director of the Officers’ Training Institute at the Police College.
Major General Al Nuaimi welcomed the new board members, stressing the need to encourage all police staff members to participate in the award, which would enhance the standards of scientific research at the Ministry of Interior. He also instructed relevant authorities to help researchers overcome any potential obstacles they may encounter.
Members of the Award’s Board of Trustees extended their thanks and appreciation to the police leadership for its renewed vote of confidence for the board and the appointment of new scientifically skilled members. They reiterated the award’s importance in enriching scientific research at the countrywide level and the region.
“The award is a prestigious initiative launched by His Highness Deputy Prime Minister, and Minister of Interior. It includes all disciplines and areas that serve police and security work in general, and allows everyone to contribute their expertise to the progress witnessed by police and security sector in the state. The award is different from other similar awards, because it not specifically designed for individuals; it encourages joint efforts on one single research,” said Major General Dr. Abdul Quddous Abdul Razzaq Al Obaidly.
Adding further, he said that the award’s previous edition witnessed a high level of competitiveness between the ministry’s staff members. Winning researches were prestigious and qualitative, and were instrumental to implementing administrative amendments that were discussed in the meeting.
For his part, Lieutenant Colonel Dr. Salah Obeid Al Ghoul said: “The award is the perfect opportunity for the Ministry of Interior and the police force’s staff members to express their spirit of innovation and creativity, and to contribute their scientific and practical expertise to supporting the scientific research process.”
Dr. Jassim Ali Al Shamsi added: “This award is an incentive for individuals working in the police force to conduct scientific research and foster a healthy way of thinking, with a view to enhance their skills in their respective areas of work. Their researches are also beneficial to serve the country’s leadership’s aspirations and development process.”
“The arbitration process for selecting winning researches will be carried out by highly skilled specialized committees. The submitted researches have to be original, unpublished, and not plagiarized. Researches have to be purposeful, innovative and well thought out. Researchers need to honestly acknowledge their sources, and complement their work with realistic approaches, and be capable to refer to scientific sources in different languages such as English,” Dr. Al Shamsi added.
As per the statute of the award, the candidate should be an affiliate or retired staff member of the ministry. Submitted researches need to be serious, original and well thought out, containing ideas that tackle security phenomena, problems and issues, and contributes to developing efforts that serve the ministry and police work. The research should meet the basic conditions of serious scientific work; the research author should not have already won a previous award or acquired a scientific certificate by virtue of the entry. The research should be presented in Arabic, unless the nature of the topic requires otherwise, and should be presented on time to the Award’s Board of Trustees. In conclusion, the candidate should not be a member of the board.
The winning researches shall receive an appreciation certificate and a commemorative gift, in addition to a financial reward of AED 100,000 for the first place winner, AED 50,000 for the second place winner, and AED 30,000 for the third place winner.
The award aims at encouraging intellectual and innovative individuals, as well as motivating competitiveness among the Ministry of Interior’s staff members to develop police work. It is also designed to help identify scientific and academic skills and inherent expertise of these individuals, with a view to adopt them and invest them in improving the standards of police work and human sciences, thus enriching the police library with researches and studies.
The award is also the ministry’s way of expressing appreciation and support for scientific research, and empowering competent staff members to forge ahead for the benefit the police force and society. It is also designed to create an institutionalized system for police data and promote security to serve security and stability in the country. It also aims to consolidate scientific research as an essential tool for building a knowledge base as reference for decision-makers in all fields across the Emirates. These studies and researches shall be published; with a view to leverage their outcomes and recommendations.
