ADP and HTC Renew Rehabilitation Program Agreement

ABU DHABI, United Arab Emirates - Tuesday, January 28th 2014

The Abu Dhabi Police General Headquarters renewed its contract with the Higher Colleges of Technology, for preparing and rehabilitating the Punitive and Correctional Establishments’ inmates to join the work force. During the two–year long rehabilitation program, inmates learn scientific, occupational and individual skills that qualify them to join the work force and obtain job opportunities that are available according to their field of expertise.

The agreement was signed at the Abu Dhabi Police General Headquarters on Monday by Major General Khalil Dawood Badran, Director General of Finance and Services at Abu Dhabi Police, and by Dr. Tayeb Kamali, Vice Chancellor of the Higher Colleges of Technology, in the presence of Colonel Ateeq Ibrahim Al Dhaheri, Deputy Director of the Punitive and Correctional Establishments at Abu Dhabi Police, and a number of officials from both sides.

Major General Badran stressed that this agreement is in line with the directives of Lieutenant General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, to implement the employment program that aims to rehabilitate inmates academically. “The program prepared in cooperation with the Higher Colleges of Technology underscores the commitment of the leadership to provide all means to rehabilitate inmates and to reintegrate them into social and family environments, to be a positive force in supporting the development and modernization of the country,” added Badran.

Major General Badran also noted that 135 inmates have graduated from the program since its launch in 2007, 103 of which were employed in the government and the private sector. “The rehabilitation program has been accredited after several studies have been conducted to provide graduates with qualifications according to specific specializations which help prepare inmates to join the work force after completing their jail sentences, as well as helping them integrate into society,” explained Badran.

For his part, Dr. Tayeb Kamali praised the joint cooperation with Abu Dhabi Police General Headquarters, and the efforts that have been made to realize the higher leadership aspirations of training and qualifying the Punitive and Correctional Establishments’ inmates, as per the best international standards established in this field. “This program is the first of its kind worldwide, and was developed by adding new technical programs reflecting the changes and developments taking place in society within the framework of renaissance and development involving all areas. It also covers the requirements of the labor market,” said Dr. Kamali.

He added: “New laboratories were created within the implementation of the electrical and chemical engineering program, in pursuance of the “learn by practice” method, in addition to the computer and English classes. Furthermore, teaching methods were developed in line with the Higher Colleges of Technology’s philosophy to meet the needs of the labor market”.

“Academically, the inmates study all subjects required by the Higher Colleges of Technology to obtain the completion certificate required to enter the work force, at the rate of 25 hours per week in four classes, over the course of two semesters. These subjects focus on the needs of the institutions, such as work skills, language skills for communication, math skills, computer skills, including the ICDL program. The program also encourages inmates to change their personality, not only professionally, but also psychologically and socially,” concluded Dr. Kamali.

It is worth mentioning that the Higher Colleges of Technology has developed a special program in the form of periodic psychological workshops. These workshops are held to help inmates rediscover their personalities and self-confidence. They also familiarize them with methods of overcoming obstacles. The classrooms, library and computer lab are equipped according to the specifications set by the Higher Colleges of Technology, with the latest devices including smart screens and multiple e-learning tools.
