MoI Celebrates the Graduation of Certified Assessors for Civil Defense Centers
Completion of 4 courses with the participation of officers from GCC countries

Major General Jassem Muhammad Al Marzouqui, Commander-in-Chief of the Civil Defense at the Ministry of Interior, attended the graduation of four specialized courses, which included: the “Certified Local Assessor for Civil Defense Centers” course; the “Rescue and Firefighting Course for Civil Defense Centers’ officers in GCC countries”; the “Basic Rescue Course”; and the “Advanced Fire Fighting Course”. The ceremony was recently held at the Civil Defense Training Academy in al Faya, Abu Dhabi.
A total of 57 officers, non-commissioned officers, and constables from the directorates general and departments affiliated with the Directorate General of Civil Defense took part in the courses; alongside officers from the Civil Defense directorates in the Gulf Cooperation Council countries (GCC).
The graduation ceremony was attended by Lt. Colonel Mohammed Abdul Jalil Al Ansari, Director General of the Abu Dhabi Civil Defense; heads of departments; and a number of officers from the Abu Dhabi Civil Defense General Directorate and the Civil Defense Academy. The ceremony commenced with the national anthem, followed by a recitation from the Holy Qur’an. After that, Major General Al Marzouqui and the audience watched a documentary film showcasing the efforts exerted by the Public Safety and Quick Intervention Department that contributed to the success of the UAE Civil Defense Centers’ Assessment Manual.
In his speech at the ceremony, Major General Jassem Al Marzouqui congratulated the graduates and expressed his happiness for the participation of officers from the GCC countries; which embodies the cohesion and collaboration among people of the GCC countries. He also stressed the importance of exchanging knowledge and expertise among the Civil Defense staff members.
He said: “The efforts that have been made in preparing the UAE assessment manual reflect the high level of efficiency, maturity, and professionalism of the planning team and assessors in charge of the UAE manual. The manual was based on a number of important topics related to civil defense centers’ work, which integrate closely with the principles of quality service applied at the Civil Defense Centers, according to the Ministry of Interior’s standards.”
Moreover, he confirmed that this project will significantly contribute to achieving the Ministry of Interior’s strategic objectives and further efforts to develop the Civil Defense entity in the country.
For his part, Colonel Hilal Eidha Al Mazroui, Head of Public Safety and Quick Intervention Department and director of the UAE Civil Defense Centers’ Assessment Manual initiative, delivered a speech and said: “This event, which marks the graduation of the ‘Certified Assessors for Civil Defense Centers’, complements the UAE Civil Defense Centers’ Assessment Manual initiative, in the quest to achieve the Ministry of Interior’s third strategic objective (2014-2016) aimed at achieving the highest levels of safety for the Civil Defense. This objective is being implemented by the Public Safety and Quick Intervention Department at the General Secretariat of the Office of the Deputy Prime Minister and Minister of Interior, which has undertaken the effort to implement the initiative that was devised after carefully reviewing the best international and local practices and leveraging local and foreign expertise in the country.”
Adding further, he said: “The assessment system was designed as a tool to ensure the readiness of civil defense stations in the UAE on the one hand; and as a local Emirati standard to measure the centers’ efficiency in providing and managing services on the other hand”.
In addition, he indicated that the assessment system is based on a number of main and secondary themes related to the centers’ work and activities. It contributes to identifying opportunities for improvement across civil defense centers, on both the individual and collective levels. “Such assessment represents a rich source of information and data regarding the various centers’ performance, to support the Directorate General of Civil Defense in making priority strategic and improvement decisions, based on concrete facts that were collected upon standard assessment of the centers’ performance,” he continued.
Towards the end of his speech, Colonel Al Mazroui, expressed his thanks to the Civil Defense Academy for its cooperation, as well as for the facilities it provided to ensure the success of the project.
Colonel Hamad Saeed Al Riyami, Director of Civil Defense Stations Department at the Abu Dhabi Civil Defense General Directorate, also delivered a speech on behalf of the “Certified Local Assessors for Civil Defense Centers” course graduates, by which he said: “During the course, we have acquired significant information pertaining to the applied auditing standards. The course also tackled the main and secondary themes of the assessment process, which include the three main criteria (the effective service delivery; administrative efficiency, planning and management), and explained how these criteria integrate to provide the structure of the integrated assessment plan of the UAE Manual.”
He also expressed his thanks to the Civil Defense Academy and all lecturing officers for their efforts in preparing the UAE Civil Defense Centers’ Assessment Manual, which reflect the high level of efficiency, professionalism, and maturity of the UAE Manual.
Towards the end of the ceremony, Major General Jassem Al Marzouqui honored the members and participants of the UAE Civil Defense Centers’ Assessment Manual’s preparatory committee. He also distributed certificates and awards to the graduates.
