انطلاق أعمال المؤتمر الدولي للسلامة المرورية الأربعاء المقبل في أبوظبي

تحت شعار "إدارة السلامة على الطرق وأنظمة النقل الذكية"

تحت رعاية الفريق سمو الشيخ سيف بن زايد آل نهيان، نائب رئيس مجلس الوزراء وزير الداخلية؛ الرئيس الفخري لجمعية الإمارات للسلامة المرورية، تنطلق صباح يوم الأربعاء المقبل الموافق 4 نوفمبر الجاري، أعمال المؤتمر الدولي للسلامة المرورية؛ والذي تنظمه جمعية الإمارات للسلامة المرورية، تحت شعار "إدارة السلامة على الطرق وأنظمة النقل الذكية"، بالتعاون مع المنظمة العربية للسلامة المرورية والمنظمة الدولية للوقاية من حوادث الطرق، واللجنة المشتركة للسلامة والحلول المرورية، وذلك في فندق انتركونتيننتال بأبوظبي.

ويسلط المؤتمر الضوء على آخر المستجدات في استخدام أنظمة النقل الذكية، وكيفية الاستفادة منها في تعزيز السلامة المرورية على الطرق وحماية مستخدمي الطريق من مخاطر الحوادث المرورية.

ويشارك فيه ممثلون عن الجمعيات الأهلية والهيئات واللجان والمجالس الحكومية وغير الحكومية العاملة في مجال السلامة المرورية والنقل والطرق، محلياً وإقليمياً ودولياً، إلى جانب خبراء وباحثين وأكاديميين من مراكز ومعاهد أبحاث عالمية متخصصة؛ ومشاركة في تنفيذ عقد العمل العالمي من أجل السلامة على الطرق 2011 – 2020،  والخبراء والمهندسين العاملين في مجال أنظمة النقل الذكية والاتصالات والتقنيات الحديثة، والمؤسسات الحكومية والخاصة المعنية بالصحة، والجهات ذات العلاقة بمنظومة السلامة المرورية، ومؤسسات التعليم العالي وشركات التأمين، ومؤسسات الرعاية الاجتماعية.

ويهدف المؤتمر إلى تحسين مستوى السلامة المرورية وإدارتها ، وزيادة سعة وكفاءة أنظمة النقل ، والحد من التأخير والاختناقات المرورية، إضافة إلى دراسة  تطور التقنيات الحديثة ، وأهمية مواءمتها مع أهداف ومقومات السلامة المرورية ، وزيادة كفاءتها، كذلك تطوير التشريعات القانونية في تطبيق نظم النقل الذكية لتعزيز السلامة المرورية؛ بما يكفل عدم تعارضها مع الحريات الشخصية لمستخدمي الطريق وتحسين مستويات الحركة والراحة للمتنقلين، وتوفير المعلومات المخصصة لهم في النقل الإقليمي متعدد الوسائط.

كما يهدف إلى التركيز على آليات التحكم المروري وإدارة الحوادث المرورية، وسرعة الاستجابة للطوارئ وإيجاد السبل الكفيلة بتقليل الفجوة الحالية بين البحث العلمي بغرض تطوير نظم النقل الذكية وواقع التطبيق الفعلي لها، وزيادة التنسيق والتعاون والتكامل بين جميع الجهات المعنية بأنظمة النقل الذكية وتوحيد المواصفات والمعايير المستخدمة فيها.

ويتناول المؤتمر، على مدى يومين، العديد من المحاور المهمة التي تركز على الأنظمة الذكية ومراكز التحكم المروري، ودورها في تأمين السلامة على شبكة الطرق والحد من التأخير والازدحام المروري، والبنية الأساسية للنقل مثل شبكات الطرق وأنظمة النقل العام وزيادة كفاءتها وزيادة إنتاجية الأفراد والمؤسسات والقطاع الاقتصادي، والتي تستوعب متطلبات نظم النقل الذكية، إضافة إلى دور أنظمة الاتصالات المتكاملة في تعزيز السلامة المرورية على شبكات الطرق ودور الأنظمة الذكية في الاستجابة السريعة لحالات الطوارئ والإنقاذ؛ وعرض التجارب الدولية والإقليمية والمحلية في مجال استخدام نظم النقل الذكية وإدارة السلامة المرورية.

كما يتناول المؤتمر دور أجهزة الاستشعار والمراقبة؛ وأجهزة التحديد المكاني وأجهزة العرض في المركبات ومدى الاستفادة من المعلومات الأساسية؛ كالخرائط الرقمية والمعلومات الأمنية وحركة المرور في إدارة السلامة على الطرق، وأهم النظم الحديثة لإدارة السلامة المرورية في التعامل مع الضباب.

PRI International Traffic Safety Conference to kick off in Abu Dhabi on Wednesday

Under the slogan “Road safety management and Intelligent Transport Systems (ITS)”

Under the patronage of Lt. General H.H Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior and President Emeritus of the Emirates Traffic Safety Society (ETSS), the PRI International Traffic Safety Conference will commence on Wednesday, November 4th. The conference is organized by the Emirates Traffic Safety Society under the slogan “Road safety management and Intelligent Transport Systems (ITS)” in collaboration with the Arabic Organization for Traffic Safety; the International Road safety Organization (La Prévention Routière International ‘PRI’); and the joint Safety and Traffic Solutions Committee (STSC) at the Intercontinental Hotel, Abu Dhabi.

The conference will highlight the latest developments in the use of smart transport systems, the means to leverage these systems to enhance road safety and protect road users from the dangers of traffic accidents.

Representatives from civil society organizations will take part in the conference, along with representatives of governmental and non-governmental bodies, committees and councils working in the field of traffic safety, transport and roads at the local, regional, and international levels. Also attending a number of experts, researchers and academics from international centers and  specialized  research institutes that are taking part in the Global Plan for the Decade of Action for Road Safety 2011-2020; ; experts and engineers working in the field of smart transport and modern communication systems and technologies; governmental and private institutions concerned with health; authorities related to the traffic safety system; higher education institutions; insurance companies; and social welfare institutions.

The conference aims to improve traffic safety management levels; increase the capacity and efficiency of transport systems; and reduce delays and traffic jams. It also aims to study modern technologies development; in order to align them with the objectives and components of traffic safety and increase their efficiency; as well as to develop appropriate legislations to ensure the implementation of smart transport systems to enhance traffic safety in a way that do not come into conflict with the personal freedom of road users; and to improve   comfort and ease for commuters; and provide them with the necessary information in the multimodal regional transport system.

The conference also aims to shed the light on the mechanisms of traffic control and management of traffic accidents; the speed of response to emergencies and to devise appropriate ways to reduce the current gap between scientific research intended for the development of smart transport systems and the actual implementation. It is also designed to reinforce coordination, cooperation and integration between all stakeholders in the smart transportation field and standardizing the specifications and criteria used therein.

Over the course of two days, the conference will tackle several important topics that focus on smart systems and traffic control centers, and their role in providing safety on the road networks, reducing delay and traffic congestion. It will also examine the transport infrastructure such as road networks; public transport systems; in order to increase  their efficiency and boost productivity of individuals, institutions, and the economic sector which easily embrace the requirements of smart transport systems. The conference will also discuss the role of integrated communications systems in enhancing traffic safety on road networks and the role of smart systems in rapid response to emergencies and rescue; in addition to reviewing the international, regional and local experiences in the use of smart transport systems and traffic safety management.

The conference also addresses the role of sensors and surveillance devices; navigation GPS    and display devices in vehicles and the advantages of using basic information such as digital maps, security information and traffic movement in road safety management, and the most important modern systems for  traffic safety management in foggy weather conditions.

مجلس "الداخلية" في أبوظبي يناقش العنف المدرسي وأثره في الطلاب

تناول مجلس وزارة الداخلية؛ الذي استضافه مجلس المواطن سالم بن كبينة الراشدي، في منزله بمنطقة  النهضة بأبوظبي، "العنف المدرسي وأثره في الطلاب"،  ولفت المجلس إلى آثاره السلبية على مسار العملية التربوية، مؤكداً ضرورة العمل الجماعي لتداركه بالوسائل كافة؛ كي لا يؤثر سلباً في  العملية التربوية التي هي من أسس  التنمية في البلاد.

وأوصى المجلس، الذي أقيم ضمن المجالس التي ينظمها مكتب ثقافة احترام القانون، بالتعاون مع إدارة الإعلام الأمني؛ بالإدارة العامة للإسناد الأمني في الأمانة العامة لمكتب سمو نائب رئيس مجلس الوزراء وزير الداخلية، بضرورة التنسيق بين الشرطة المجتمعية، ومراكز الدعم الاجتماعي، ومجلس أبوظبي للتعليم من أجل التصدي للعنف بين طلاب المدارس، مجمعين  على تفعيل دور أولياء الأمور في القضاء على الظاهرة؛ من خلال لغة الحوار التي يجب أن تجمعهم بأبنائهم .

وقد أجمع المشاركون على أن المؤسسات التعليمية والتربوية، تعتبر ركيزة أساسية في تعليم النشء القيم الحسنة والأخلاق النبيلة واحترام الآخرين، واعتبار المدرسة بيئة خصبة لبناء الأجيال الصالحة والحد من العنف المدرسي، من خلال تعزيز ثقافة التوعية، منوهين بضرورة أن تكون بيئة الطالب الأولى، وهي الأسرة، خالية من جميع أشكال العنف الجسدي والمعنوي، وذلك من خلال تعزيز حلقة التواصل بين الأسرة والمدرسة، فضلا عن تعزيز ثقافة الحوار بين الآباء و الأبناء.

وقال الإعلامي  والمحاور عيسى الميل، مدير قناة ابوظبي الامارات، الذي أدار الجلسة؛ إن التصدي لانتشار ظاهرة العنف المدرسي بين الطلاب ليست مسؤولية جهة بعينها، بل هي مسؤولية مشتركة، بدءًا من الأسرة والمؤسسات التعليمية والجهات المعنية بوزارة الداخلية، مضيفاً أن المشكلة لن تحل إلا بتكاتف الجميع وتفعيل التنسيق المشترك، و من خلال تكثيف جرعات التوعية للطلاب والأهالي على حد سواء.

وبدوره عرّف السيد حسن موسى، من مجلس أبوظبي للتعليم، أنواع العنف المدرسي بأنه الاعتداء على الممتلكات العامة بالمدارس ، أو العنف بين الطلاب أنفسهم وعلى معلميهم او في أعتداء المعلمين احياناً ، ،مشيراُ  إلى أن وراء ذلك جملة من الأسباب أهمها عدم الالمام  بالقوانين واللوائح المدرسية، و المشاكل العائلية والنفسية  وبُعد أولياء الأمور عن ابنائهم وعدم متابعتهم.

ثم أوضح  الرائد الدكتور محمد خليفة آل علي،  مدير مركز حماية الطفل بوزارة الداخلية، دور وزارة الداخلية في مجال مكافحة العنف المدرسي، الذي يكون بالتعاون والتنسيق بين  الاسرة و المدرسة و المجتمع والجهات المعنية، مضيفاً أن تكامل الادوار المجتمعية خطوة أساسية ،و يجب ان يتشارك  المعنين في دراسة العنف ، ويتبادلون  المشورة والآراء  ، للتوصل إلى نتيجة ايجابية تحفظ حقوق الطلبة؛ وتحميهم من العنف المدرسي، مشيراً إلى أن الإحصائيات تظهر أن  أحد أسباب العنف الرئيسة هم  رفقاء السوء في المقام الأول، وأن المثل يقول "الشخص بمن يصاحب".

وقال آل علي إن وزارة الداخلية تقوم بوضع برامج توعية على مستوى الدولة؛ تهدف الى رفع مستوى الثقافة لدى الطلاب بحيث يتعرفون على الاجراءات التي يجب اتخاذها في حال تعرض الطالب لأي عنف، مشيراً إلى مجهودات الشرطة المجتمعية ومراكز الدعم الاجتماعي ، في حل المشاكل ودياً والتي تحول دون انتقالها للجهات المعنية قضائياً، مما يسهم في حماية مستقبل الأبناء، إضافة إلى الدور  المجتمعي الرائد لمركز وزارة الداخلية لحماية الطفل، حيث يتيح تطبيق "حمايتي"، لأولياء الأمور متابعة أبنائهم.

ومن جهته قال الملازم عيسى خلفان الشامسي، من مراكز إدارة الدعم الاجتماعي في شرطة أبوظبي،  إن دراسة أسباب حالات العنف المدرسي على الطلبة؛ تبين إن هناك عدة اسباب أهمها تربية الاسرة والبيئة المحيطة بالطفل بالإضافة إلى رفقاء السوء، موضحاً  إن وزارة الداخلية تتصدى  للعنف المدرسي، وتوفر أجهزتها المعنية  المشورة  والتوعية  إضافة إلى دورها في رعاية الأحداث ، وتوعيتهم لتعديل سلوكياتهم، وتعزيز إيجابيات التعامل مع الآخرين.

Ministry of Interior Council in Abu Dhabi Discusses the Effects of School Violence on Students

The Ministry of Interior Council hosted by Salem bin Kubainah Al Rashedi at his residence in Al Nahda, Abu Dhabi, discussed the effects of School Violence on both students and academic achievement. The Council also   highlighted the importance of joint action to address and prevent this problem via all available tools, in order to reduce its negative impacts on the educational process, which is considered as a fundamental pillar of development in the country.

The council is part  of the series of awareness councils organized by the Law Respect Culture Bureau, in cooperation with the Security Media Department at the General Directorate of Security Support at the General Secretariat of the Office of H.H Deputy Prime Minister and Minister of Interior. The council called for enhancing coordinating response with the Community Police, the Social Support Centers, and the Abu Dhabi Education Council to stop the spread of violence among school students. Additionally, the participants unanimously agreed on the need to activate the role of the parents through opening the channels of dialogue between the parents and the children in order to eliminate this negative phenomenon.

The participants also agreed that educational institutions are key pillars for teaching youth the fundamentals of good values, manners, and respect for others, and that the school environment is a fertile ground to nurture righteous generations and to reduce school violence through the promotion of cultural awareness. It was noted that the student’s main environment was that of the family, and it should be free from all forms of physical and psychological violence. Participants stated that they believe that these steps can be achieved by strengthening the communication between the family and the school, and through strengthening a culture of dialogue between parents and children.

Media Personality Issa Al Mail, Abu Dhabi Emirates Channel stressed that the responsibility to address school violence among students is not limited to a single entity; rather, it is rather a shared responsibility that begins with the family and reaches through educational institutions and concerned governmental authorities. He also noted that the only way to solve this issue is by joining efforts and activating coordination by intensifying awareness for both students and their parents.

For his part Mr. Hassan Mussa, from Abu Dhabi Education Council identified the different types of school violence, notably  destruction of school property,  violence between school students; violence directed against teachers or teachers’ assaults. He also pointed out that there are numerous underlying factors in school violence, notably, lack of legal education about the school laws and regulations, in addition to family issues, psychological issues, and parents’ neglect.

Major Dr. Mohammed Khalifa Al Ali, Director of the Ministry of Interior’s Child Protection Center highlighted the role of the Ministry of Interior in countering school violence. The Ministry of Interior is cooperating and coordinating with families, schools, society, and other concerned authorities. He also noted that concerted community efforts are a fundamental step towards addressing the issue of school violence, by brainstorming and exchanging ideas and opinions between concerned entities in order to reach positive results, maintain students’ rights and protect them against school violence. He also explained that statistics indicate that bad companions are among the root causes of school violence; as per the old saying: ‘Tell me who your friends are, and I will tell you who you are’.

Adding further, Major Al Ali said: “The Ministry of Interior is organizing awareness programs at the countrywide level, to boost awareness and culture of students and to acquaint them with the measures to be taken to end violence against students.” He also referred to the instrumental role played by the Community Police and the Social Support Centers  to address  problems amicably before before they escalate to litigation or arbitration;  which would contribute to protecting children’s future. Major Al Ali also highlighted the leading societal role played by the Ministry of Interior’s Child Protection Centre, via the Hemayati application, which enables parents to keep track of their children at all times.

For his part, Lieutenant Colonel Issa Khalfan Al Shamesi, from the Social Support Centers Department at Abu Dhabi Police, said: “Looking into the root causes  of school violence has shown that family education, the social environment surrounding the child, in addition to bad companions are among the key reasons.” Al Shamesi pointed that the Ministry of Interior is addressing school violence via its competent departments, which provide advice and awareness, as well as care for juveniles, by educating them on the proper ways to change their behavior, and promoting the advantages of dealing with others.

Towards the end of the council, Mr. Salem bin Kubainah Al Rashedi expressed his thanks and appreciation to the Ministry of Interior for launching the awareness councils’ initiative, which tackle issues of concern to community members that are closely related to the future of their children; reinforce community ties;  and issue recommendations to address these issues and strengthen the efforts exerted by official and popular entities.

ختام البرنامج التدريبي لعمليات الأمن الداخلي "الحصن 3" بـ"الداخلية"

شهد الفريق سيف عبدالله الشعفار، وكيل وزارة الداخلية؛ رئيس اللجنة العليا الدائمة للأمن الداخلي، اختتام البرنامج التدريبي "الحصن 3"، الذي استمر 3 أيام؛  ونظمته الادارة العامة للعمليات المركزية بوزارة الداخلية في نادي ضباط الشرطة بالقيادة العامة لشرطة دبي، بمشاركه 70 ضابطاً من مختلف القيادات والإدارات العامة للشرطة على مستوى الدولة.

كما شارك في البرنامج ممثلون عن وزارات: الصحة، والبيئة والمياه، والطاقة، وهيئات " الوطنية لإدارة الطوارئ والأزمات والكوارث"، و"الاتحادية للرقابة النووية " و " العامة للطيران المدني" . 

وأكد الفريق الشعفار أهمية مثل هذه البرامج التدريبية التي تهدف إلى تنسيق الجهود وتوحيد إجراءات العمل، وتطوير مهارات القيادات المختلفة في إدارة الحوادث؛ وفقاً لأفضل الممارسات والتجارب العالمية في كيفية التعامل مع الحوادث؛ وآلية التنسيق مع الشركاء.

وأشاد بالتنسيق والتعاون القائم مع الشركاء ومشاركتهم في البرنامج، وأثنى على الجهود المبذولة من قبل الإدارة العامة للعمليات المركزية بوزارة الداخلية وفرق العمل المعنية بالإعداد والتحضير لتنظيم هذا البرنامج، وتوجه بالشكر والتقدير إلى القيادة العامة لشرطة دبي لاستضافتها البرنامج التدريبي. 

ومن جانبه قال العميد فارس الفارسي، مدير عام العمليات المركزيه بالوزارة، مدير البرنامج،  إن التدريب يأتي ضمن إستراتيجية وزارة الداخلية، وتبني المبادرات الاستراتيجية ذات العلاقة بناءاً  على أفضل الممارسات .

وقدم العقيد الدكتور سالم الحبسي، من الإدارة العامة للعمليات المركزية، ورقة عمل حول المهام والواجبات التي تنهض بها الوزارة في التعامل مع عمليات الأمن الداخلي، بالتعاون والتنسيق مع الشركاء الاستراتيجيين.

 وكرّم وكيل وزارة الداخلية،  في ختام البرنامج،  المشاركين متمنياً لهم دوام التقدم والتوفيق والنجاح،  وهم نخبة متميزة من المختصين في مجال الأمن الداخلي من وزارة الداخلية والجهات المعنية بالدولة.
