“Al Hosn 3” Internal Security Training Program Concludes at the MoI

Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior (MoI) and Head of the Permanent Higher Commission for Internal Security, attended the closing ceremony of the three-day training program “Al Hosn 3”, which was organized by the Directorate General of Central Operations at the Ministry of Interior at the Dubai Police GHQ Officers Club with the participation of 70 officers from the various police GHQs and departments across the country.

A significant number of participants took part in the program, representing the Ministry of Health; the Ministry of Environment and Water; the Ministry of Energy; the National Emergency Crisis and Disaster Management Authority (NCEMA); the Federal Authority for Nuclear Regulation (FANR); and the General Civil Aviation Authority (GCAA).

Lt. General Al Sha’far stressed the importance of such training programs that aim to coordinate efforts and partners’ relations; unify work procedures; and develop leaders’ skills in accident and crisis management in accordance with the best international practices and experiences.

Lt. General Al Sha’far also commended the cooperation and collaboration with partners and their valuable participation to the program. He also hailed the efforts made by the Directorate General of Central Operations at the Ministry of Interior and the teams assigned to prepare the program, and extended his thanks and appreciation for the Dubai Police GHQ for hosting the training program.

For his part, Brigadier Fares Al Farsi, Director General of Central Operations at the Ministry of Interior and director of the program, said that the training program is a part of the strategy of the Ministry of Interior, which calls for adopting strategic initiatives in accordance with the best practices.

Colonel Dr. Salem Abdullah Al Habsi, from the Directorate General of Central Operations presented a paper addressing the tasks and duties carried out by ministry with respect to internal security operations, in cooperation and coordination with strategic partners.

Towards the end of the program, the Undersecretary at the Ministry of Interior honored the participants, who represent an elite group of internal security experts from the Ministry of the Interior and the concerned authorities in the country; wishing them further luck and success in their future endeavors. 

The closing ceremony was attended by Brigadier General Abdul Wahhab Ahmed Al Hajeri, from the Directorate General of Central Operations at the MoI, along with a number of officers at the ministry and representatives from the concerned entities in the country.

Multi-Stakeholder Study Reveals That Clinical Research Participation Leads to Higher Patient Engagement, Reduced Cost of Care


Survey respondents agree that participating in clinical trials improved their overall quality of care

Based on a survey of U.S. clinical research patients, all of the respondents agreed that clinical research participation reduced their overall cost of healthcare and improved their interest/involvement in their overall health.

In addition, 95 percent of survey participants said that participating in clinical research positively impacted their overall quality of care.

Two New Clinical Studies Using Masimo Technologies Presented at the American Society of Anesthesiologists Annual Meeting

Study Evaluating the EMMA Portable Capnometer in Children Under General Anesthesia

Carbon dioxide levels in the blood reflect the degree of gas exchange occurring in the lungs and provide a critical indictor of cardio-respiratory function that aids in the assessment of the adequacy of ventilation. In a study of 13 children (average age 18 months) undergoing surgery, Dr. Yuko Nawa and colleagues from the Hokkaido Medical Center for Child Health and Rehabilitation in Sapporo, Japan, compared the end tidal carbon dioxide values (EtCO2) from the Masimo EMMA portable capnometer and traditional sidestream capnography (GE Patient Monitor).¹ Compared to sidestream capnography, the EMMA had 95% limits of agreement of -1.3 to 2.5 mm Hg, leading the investigators to conclude that the EMMA has “good correlation with sidestream type capnometer in children” and “may be useful for general anesthesia in out-of-operating room or in case of cardiopulmonary resuscitation, bedside respiratory care and patient transportation.”

In a study of 42 spontaneously breathing patients under regional anesthesia,2 Dr. Makoto Sato and colleagues from Asahikawa Medical University in Hoikkado, Japan evaluated the association of baseline pleth variability index (PVI) from Masimo SET® pulse oximetry and dexmedetomidine-induced changes in blood pressure. A baseline PVI≤15 had a 94% sensitivity, 85% specificity, and area under the curve (AUC) of 0.93 (p=0.00002) for resulting hypertension. A baseline PVI≥16 had an 83% sensitivity, 64% specificity, and area under the curve (AUC) of 0.79 (p=0.0008) for resulting hypotension. The investigators concluded, “PVI can predict dexmedetomidine-induced changes in blood pressure in spontaneously breathing patients.”

GSMA Welcomes Multi-Country Support for Sub-700MHz Spectrum for Mobile Broadband at WRC-15

(BUSINESS WIRE)-- John Giusti, Chief Regulatory Officer, GSMA, commented on the submission of multi-country proposals in support of spectrum for mobile to the International Telecommunication Union (ITU), in advance of the World Radiocommunication Conference (WRC-15) in Geneva next month:

“The GSMA welcomes the progress amongst the six ITU regional groups in recognising the need for identifying additional spectrum for mobile broadband at the upcoming WRC-15. We further applaud the countries that have joined proposals that demonstrate their national support for more spectrum for mobile services in advance of the one country, one vote process in Geneva this November.

“The GSMA is particularly encouraged by the importance that many governments have placed on ensuring flexibility for the UHF (sub-700MHz) band, which has historically been used for TV broadcasting and is increasingly critical for meeting rapidly growing demand for mobile broadband from citizens and businesses around the world. The way we view video content is changing and mobile broadband is playing an ever more significant role in providing consumers with video when and where they want it. The efficiency of new digital broadcast technologies means that some of this TV spectrum can be freed up to provide essential and affordable mobile broadband, while still ensuring access to remaining broadcast services.

“We are seeing positive momentum for the UHF spectrum band from many countries in Regions 2 and 3 – namely in the Bahamas, Barbados, Belize, Canada, Colombia, Mexico, New Zealand, Papua New Guinea and the United States – which has resulted in multi-country proposals being submitted to the ITU, supporting part or all of the band for possible future use for mobile broadband. In Europe, Finland has submitted a single-country proposal for the UHF band, while Egypt is spearheading a multi-country proposal in the Middle East, supported by Jordan, Lebanon and Morocco.

“By planning ahead now, countries that identify mobile allocations at WRC-15 will ensure they have the flexibility to satisfy future mobile data demand of their citizens.
